How does the new loot system work?

All the buildings where I'm used to certain types of loot appearing have changed to general loot.

 

I'm finding guns in random places.

 

I started a new char on a high pop server and starved to death, twice.

 

Not complaining, I like the challenge but...

 

Does anyone know how it works?
