Any way to limit FPS?

I want to limit the FPS at 30 so it doesn't feel so odd dropping from 60 to 30 and 40 to 30 etc, it makes it really hard to aim and causes weird mouse lag. Is there any simple way to limit it?[/align]

i use a program called Bandicam. its a recording tool but it has a option to limit FPS even while you are not recording
