Attachable Pouches

Just would like to ask what's up with the pouches for the new vest. With over 1000+ hours in game I have played with every item that has been in stable since I started and yet with owning my own server and having done around 30 full runs going between the prison island and the NWAF I have seen maybe around 100 vest and no pouches. Do they even spawn? Are they crashsite only? Am I just really unlucky or looking in the wrong locations?

I think tents, sandbag structures and officers barracks only
