Painfully low building quality/no interior

So I spawn in to check out the new patch. I go to the police station nearby, and the outside looks like someone painted a mass of colors onto it and the interior is invisible(I can see floating loot). This happens with all buildings. Is there a fix for this? I have a feeling it may be my computer/settings not the game.

Did you rewrite your ini tweaks? If not do so.

I've had this happen to the police station - for a while I thought the police stations were all bugged. In reality a few of my files were out of sync (no idea how/why????). I went into steam and did the verify local files thing and it found differences and downloaded what I needed. Started the game up fresh and it totally solved my problem. Maybe you're running into something similar?

Didn't fix it. And the game lags to unplayability now. Sigh....

Launch parameters have been causing problems apparently, something was said specifically about memory related ones in the dev post about .54 issues.  I'd say remove any you are using and try again.
