Admin communication / global chat

I just recently launched a new SA server and I'm very new to this process.  While playing on another host's server, the admin was able to voice chat to the whole server.  How did he do that, is it legal, and is any third party product needed for that?

Think DaRT rcon tool had a option to talk to individual players.

However every admin can talk to the whole server when he is using the global chat channel ingame and then using the voice function ;)

admins can do and say what ever the heck they want on global channel according to public hive rules as long as they don't kick people out, I just run justin bieber music on it and watch dem peeps disappear :D

Just do the #login, select channel with ,; and .: and make sure you select the global channel. Then your server patrons can hear you jabber on whenever you like.

Thanks for the info.  I'm not a jabber-er, but I know sometimes people miss chat messages.  I like to give a heads up before doing an unscheduled restart.  I don't do it often, but I've been doing some testing.  Particularly with the scheduler.  Still can't get that working.
