Micro-stuttering on any server more inside.

I have tried many different fixes, including defrag, different HDDs and SSDs de formatted windows SEVERAL TIMES and that is how I am currently, fresh install of windows with nothing on it but arma 2, arma 2 OA and dayz launcher with the correct mods and versions. I have had this issue for a looong time and have no idea what to do. I have a gtx 780, i5 3570k at 3.8ghz and 10 gbs of ram. It is not my specs at all nor my internet. I have tried it with Verizon Fios, Comcast and Time Warner Cable.

I've spent hours upon HOURS messing with fixes and still nothing. Everything from changing little settings to messing with game files or changing my GPU settings for this or that and it still does not fix anything. when the game is running my CPU and RAM sit at around 40-50% usage - with Google chrome open with way to many tabs, but without chrome its wicked low at around -20% for both. I have tried tons of graphics settings and nothing. No matter how many zeds or explosions or whatthehellever is going on in game I get really high fps, 70-100 and pretty much never under but every so often a little MICROSTUTTER pops in and makes it unplayable. Picture playing Epoch and you just got yourself a nice SUV + a safe and you're leaving a trader city to find a base, you have 5 briefcases on you and you're driving as fast as you can and every 5 second your game has a pause for a split second, like half a second then some guys start shooting at you, you go for cover and grab a DMR pop out from a tree aim at the guys head and boom PAUSE then he is already on the move. THIS IS WHAT I HAVE TO DEAL WITH 24/7 WITH THIS GAME.

Please, someone help me before I lose it. I do not know what else to do.
