Because new building still developing and didnt fully implemented in game. They put it there just as image.

You can still enter the ATC. Just have to find the front door within that building. Take it slow though, the stairs can be hard to find, and you can lose your legs. That has been there since .49 went to stable. I lost my legs about 25 minutes after the servers went live.
