No loot spawning on "Persistence" enabled servers

Does anyone else seem to have this problem? I've tested it on several different servers. No loot spawns on persistence enabled servers. I've gone to several servers with it in the Balota airfield prisons and nothing is there. Nothing. I would at least expect there to be a soda or something, but nothing.

On servers WITHOUT it enabled, loot spawns and everything I take saves. Why is this? Has anyone else gotten this problem? It has got to be a problem with the update, right?
