No one can't join. Obviously, most servers have loot-anomaly and just can't contain players. Or something like that.

So are those servers that are red X'ed not for exp?

The Red "X" servers are not the correct version for Exp.  Those are the previous build. You want the Green servers, however, most of them, if not all at the moment are broken and will not let you join.

So all the exp servers are broke. Yeah that makes perfect sense. What a joke!
