Just found this post after posing my own thing in the suggestions forum; added more details after reading what was posted here I voted other and here is my explanation

How abut this:

-Simple damage based system- This would entail being able to force your way into peoples bases/barricades using small/low calliber fire arms and melee weapons. (i.e braking a padlock off a door with an axe or handgun)

I can see the following scenarios for this:

I have a hammer, crowbar, and maybe some other misc tools

I come up to either a farmhouse or one of the many houses that cannot be entered on the map (more details on this to follow)

Find a farmhouse or other such building that is normally accessible:

There should be a zombie nearby, kill it and it might spawn (10% chance) a key to the house.

Now with a key the user should be able to open and lock any door to the house.

In the scenario where this is a farm house maybe their is a barn or other such structure nearby use the crowbar to pry some boards off of that building for use in securing the house with the key

Barricade the windows and doors? (nails can be saved and re-used from the process of removing them from another structure or maybe found in a tool shed or basement and of course you know what the hammer is for)

give the user the option of either barricading the windows from the inside or the outside

Boards inside - house appears as static object that cannot be entered; when going to the door no mouse click or cross hair shows up like you can open it; if other user crouches near the door possibly an indication that they can pick the lock? and of course if you locked the door with the key you have the option of unlocking it. if another player gets close enough they will discover that the building is boarded up and try to get in

Boards Outside - visual cue to other players that the house if being lived in or has stuff in it; makes it more likely the place will be broken into; however is faster than boarding up inside

Static houses that do not appear to be accessible:

kill a zombie near a house and loot the body to discover a key (10% spawn):

Not sure which house it is so maybe go around to find the house the key belongs to? or zombie has a wallet on them with address

have this key "unlock" one of the houses that are already on the map but are not accessible

user would still need to board up windows which might change the static model to a regular model but the only difference being maybe the texture of the windows changes to have boards in the windows

also as another dynamic maybe give the option for the "owner" of the house to start a fire in the fireplace? this could heat up the home but also give away that the house is being lived in

I can foresee maybe for the front door options include:

finding a key from a zombie corpse (maybe find the wallet for the address)

Breaking down a door using an axe or crowbar (have to repair the door or lock, maybe rig a lock and wooden boards - this might be a giveaway that the house is being used)

loosening boards on the window and having the option of crawling through?

-Mid-tier damage based system- This would entail being able to force your way into peoples bases/barricades using large/high calliber fire arms and low tier explosives. (i.e shooting off padlocks/combo locks with a rifle, shotgun, or other suitable weapon.)

in addition to the above:

if door was originally broken into and padlocked; shooting the lock would get you in

if your trying to break into an area that is controlled by a group i can see this being utilized for a re-enforced door or maybe a huge gate that was re-enforced by salvaging metal from old shacks

-Advanced damage based system- This would involve using VERY rare or hard to craft items to force your waying into peoples things. (i.e. have to craft something like shape or satchel charges in order to get in a door or through a wall.)

big base with walls and pits dug around them; cars maybe being used as makeshift walls; pulled in place and put on their sides

maybe rig a car to ram the walls?

-Simple item based system- This would involve finding a rare item(s) that either allows or has a chance to allow you to bypass locks and barricades (i.e. lockpick kits for doors or gates, possible an E-tool for walls or barricades)

also access to areas that normally are inaccessible (ie finding a key/wallet on a dead corpse)

-Advanced item based system - This would require player(s) to located multiple items that would allow or have a chance to allow you to bypass locks and barricades (i.e you would have to find say a sledge, construct a tool box (as detailed before by dean), e-tool, and any given other items to get passed locks and barricades.)

Maybe, it would complicate things; I think this would be maybe something that could be implemented on the server side for people who really like strategy and would make it so that you had teams where one or two members of the teams would be like engineers. Maybe have a server dedicated to PVP play versus a server with this feature that would be more like strategy than PVP.

The only good thing about base building as far as I am concerned is harvesting the tears from demolishing someone's weekend worth of hard work and tedium.

The thing with building though is yeah people are probably going to get your stuff but nothing lasts forever. The concept of building a base with others is the effort, then when things go bad regrouping and trying again. do you realize how boring it would be if you had a base that was safe all the time... c'mon think of all the excitement; defending the base from raiders/zombies, the threat of starvation, the threats from disease, the threats from a zombie outbreak from inside the base. threats from within; maybe a traitor inside; maybe a homicidal maniac, serial killer?

maybe a zombie hoard comes by breaches the walls/fences? maybe a big group comes to take what you have? look at all the scenarios just from having a base. yeah it's easy to get a gun and shoot everyone in sight but it's really difficult to organize and lead or even be in a group

Sending groups out to scavenge for supplies?

Grow food; prepare for winter when you can't grow food

Re-build a generator for electricity?

there are a myraid of ways to exploit this

You are literally the second person in 14 years of using this handle to get the reference, well done! Bonus points if you can ID the Kilrathi of my avatar. Unfortunately there are no images of Baron Jukaga.

One of the Kilrathi Aces form WC1 - baktosh redclaw i think or burack starkiller

Bahktosh is the winner! Felt the most appropriate as he was a preening noble like the Baron.

Just randomly lock/barricade structures around the map, that way players won't necessarily know that a given locked structure is someone's storage area, and will have to pick and choose how to spend their time and use their resources.
