after a server restart on seattle 54 all cars and tents have been wiped and we have lost many items of value the only workaround is to rerestart the server so please can some one get this message to the owner of the server

... isn't that kind of the point of a server restart? A fresh map?

No, it shouldn't be this 'fresh'. There should still be tents and vehicles spawning. The server owner (or administrator) just needs to do another full restart (turn the server off then on, not just restart the mission) to refresh their connection to hive and this should fix the issue.
