Add another element.

Having served in the US army 7th group SF, having to make split second decisions that was awarding not to pull the trigger or pull it. (Most times not, But on small occasions was) Walk into a town only to here screams of a distraught family member that's father/mother/son/daughter has been cornered by a pack of zeds, bandits/raiders have them captive, they need meds ect. Reward would be info on a  cache of supplies or something. Or you could pull the trigger and rummage through the stuff getting small hints of where cache was located. mix the civilian people in with the zeds (think firs before you shoot) I know I shoot when I see that silhouette in the distance.

 

TLDR; add another element into the game that is realistic.
