Freezes when someone nearby connects

Hello everybody :)

 

I am experiencing following problem. Whenever somebody joins next to me, I have freezes every 3 seconds for about 2 minutes. It mostly stops to freeze after these 2 minutes and the game is nicely smooth again. But whenever somebody joins it does the same thing again ... It's unplayable in cities when the server is full and lot of people are connecting nearby. 

 

Tried:

I've read that older nvidia drivers helped somebody, but not sure if it was same type of freezing. Anyway, it didn't help.

Closed all unnecessary programs. 

Changed all video settings to low and disabled.

Compatibility mode W7 + run as administrator

Steam added command "-nologs"

Tried to defrag the disk 

 

Nothing mentioned did not fix the problem. :( I am really desperate :( Any help appriciated ;)

 

PC specs

RAM: 8GB (4Gb x2 2400mHZ)

CPU: i7 4770k

GPU: 680GTX

MB: MSI Z87-G45

Whit that gtx680 you should stick whit 337.88whql

Remove all compatibility opts even admin is not needed, unistal all nvidia drivers stuff from program manager, reboot, use this www.guru3d.com/files_details/display_driver_uninstaller_download.html

Make advanced clean instal, and try to remove all bloatware you dont need, ex. Geforce update experince etc.

Thanks man, it seems that it fixed my problem ;) very thanks :)

 

Solution: (Reinstalled as mentioned above, seems that GeForce experience was freezing the game)

 

EDIT: Well it continues even without GeForce experience :/

Maybe it left some services and those cause your problem.

Use 7z or winrar to extrat the driver exe, then delete all folders but drivers, nvi2 and physyx, load od stuff in there.
