Not able to hear other players or see there messages

I'm Not able to hear any other player let alone see there messages. I've already made a post about this problem or bug. I am wondering if it is an issue with my game or if its a problem with steam, it is the only game i have with this issue and also have re-installed the game several times.

You can only talk or type when in close proximity to another player.

Yes ik that i have to send a msg every now and then when i am running on the road so if a player is able to hear me they know im not a threat
