Does anyone else have problems with Direc Communication?

Always when i meet another player they don´t answer to my chat.

Either they cannot use the chat, they ignore it, or - and thats what i think - they simply cannot see it

Im having the same problem, nobody ever replies to me, but the other day i was playing with a friend, and he could read what i was saying, but i could neither see his text or hear his voice chat, and we were both stood next to each other.
