Play music / voice change

I often come across a player who will play music over the VOIP ,

 

obviously i know 50% of  them will just be playing music through speakers and letting their mic pick it up.

 

My question does anyone know any software / methods where i can play music over VOIP ( not speakers through mic )

 

also the same question but regarding voice changing.
