Reloading problem or bug ?

When I have loaded coupled magzine and I have another coupled, I can't reload the second with 'R'. Is this normal ?

I think not? I usually always reload my gun by dragging mags. It should work with R key if you got atleast 2 magazines. (One in gun and one in bag)

And obviously your mag in the gun is empty or has less than the max amount of ammo correct? :3
