Chernogorsk is really quiet from my experience.  I went to it for the first time today, everyone said its a killing field so I've always avoided it.  Me and 2 friends were doing some bandit hunting and we server hopped a few populated servers and all of them we were the only people in Cherno.  So we went hunting in Electro.  It might be worth it to check it out.  Still its a dangerous place.  My first time trying to get there I got sniped out by a very good sniper.

I don't think there is any such thing as a safe looting location.

 

Though you are right, since the east became the spawn coast, the only people in Cherno are on their way to Balota.

Zelenogorsk has proven to be good to me. Two barracks and a prison, supermarket, lots of houses, the new medical building and police station, even lots of barns in the neighbourhood (~4!). And generally no players around. If you ask me, that's where the players should be, rather than Cherno and Elektro.

Dude, i was running on empty server where was 5 persons, 3 = me and 2 my firends, and 2 some fags. 
And they found us.....
