Fix vehicle hoarding

Please.

I have checked like 20 cities and played for over 20 hours. Not a single vehicle.

There is no way that every vehicle can be occupied all the time, since I have never seen one driven in game.

If the problem is players drive the vehicles off map, just do like one of the Takistan servers and tell them "return to map in 30 secs or you will die".

I really want a vehicle and I want to USE it, not just have it sit somewhere in the woods.
