At the moment I believe it doesn't matter where you shoot, with the exception of headshots which leave things undamaged.

Was watching my brother play last night, he got shot in the ass, only thing that got damaged was his pants and half of the items in it ( He survived and killed the assilant ), so placement don't matter, but in most cases it seems bullet impact decides what does get damaged ( shirt, backpack, pants etc. )

Actually it does matter, not the placement of items but where you get hit at. I never get anything damaged or ruined on my backpack when I get shot from the front and 99% of the time I get shot from the front, hence why I always keep essential stuff in my backpack.

Was this in a patch I missed or something?

I always thought it was random, because I had to shoot a guy running at me with an axe, and I one shotted him from the front, but almost all his gear was ruined.

I took a mosin round to the lower half of my body the other night, a guy I was playing with got a little carried away with his sniper duties and forgot what I was wearing, and all it did was ruin my magnum in my pants(Ill withhold the jokes) and the vest I was wearing. Nothing else I had was damaged, including the pants.
