It's when a player just logout in a server and goes in another one quickly. I mean, people just go to military bases loot everything and then just hop to another server then repeat till they're fully geared within minutes, which in a real and honest gameplay could take days.
It's a much bigger problem in the SA because we manage to log in the servers REALLY quickly compared to the mod which could take 10+ minutes to log in.

When you get to a high value area such as a barracks for example, loot the items in it, then hop servers and loot the items in the same building from that server, continuing the cycle until you die, get bored or get enough gear to go.

It's an exploit and nobody likes it.

Do they do this on low population servers so that it is so easy? Otherwise I don't see a point.

An exploit that relies on the fact that your character is transferable across all hive servers and the fact that you can log out at a high value loot spawn and visit this location on multiple servers, looting each in turn.

Steps have been taken to curb this type of behaviour in the form of a 250 s login timer if you were not playing in your previous server for 30 mins or more.

It is looked down upon by most players as it is an exploit, and as such, goes against the spirit of the DayZ game.

it's not about the population or safety, it's about the ease of accessing limitless loot spawns.

since loot doesn't respawn once you've looted a building you have to wait for the server to restart before anything will appear there again, but loot is also server specific, so you can just change to a different server and take the loot from the same location. imagine this, I loot a barracks, one of the better places to loot in the game, then I switch to another server, so it's full of loot again, now I get to loot two barracks and I didn't even have to leave the building, rinse and repeat as many times as you like. it's looked down on because it's exploiting the mechanics of the game in an unintended way that gives you an advantage over other players (there's only so many lootable barracks on any given server, but you get potentially infinite ones) and it kind of defies the point of the game.
