Clustered spawns on east coast by design or wip?

Does anyone know if the close proximity of the spawn locations on the east coast is by design or temporary wip?

Definitely and confirmed WIP. They're introducing new spawn points soon, according to Hicks directly during his live stream. He mentioned Kamenka and Svetlojarsk specifically, and probably more that I can't recall.
