Need help with stutter

Hi, i need some help with some stutter issues.

 

my pc specs are (the comp im on at the moment)

 

cpu: Intel i7 2.00 GHZ

 

Gpu: Nvidia gt 540M and an Intel hd3000

 

 

Ram: 6GB

 

Hardrive: 2 7200rpm (300GB) (400)

 

 

Now i know this aint exactly a gaming computer, but none the less it should not run at 9 fps on DayZ, im happy if i get at least 20fps at all times (maybe 17 at lowest)

 

Now i've done everything i can, high graphics (because of shit cpu), changed the config files in arma2.cfg and arma2OA.cfg files too. Ive messed around with the control panel and still 9-11 fps?

 

i joined a server with no one in it and i get A LOT OF FPS, but when i join a server with any more than one person in it its 9-11 fps. Now our internets pretty good (over 3 MB/S at all times so i dunno), iom also having CONNECTION problems with joining servers (connection failed, freeze on loading screen)ect. So can someone PLEASE help me, DayZ is my fav. game and i really want to play it.
