Ballistic helmet bugged or hacker?

So typical day hunting bandits

There's a guy on a building and I scope my mosin In but only just see the top of his ballistic helmet

I see him shoot a newspawn and head to where I can see his whole body, I'm about 100 metres away now and shoot

Headshot and he's down

I put another round into his head to make sure

No later than 5 minutes I see him suddenly stand up and bandage

I shoot him again in the head

He drops again

Wanting to make sure this time I head up with revolver in hand and as I get to the top of the ladder I see him sitting down

I shoot him 6 times in the body but he disappears halfway through

It couldn't be server lag as no server takes 5 mins to register death and besides I knocked him out with each shot from the mosin

And also I shot another guy minutes later and he went down in one shot, dead

So is the ballistic helmet just bugged as hell at the moment?

It could be heavy desync. I still remember seeing dead fresh spawns on the coast, standing with blood gushing out of their corpse everywhere.
