Hunters would more likely make a furrier version of the already existing ushanka. The racoon hat and its likenesses are phenomena largely restricted to the Americas based on the wildlife prevalent there.

Crafting clothes out of animal skins has got to make it into the game somewhere along the line. 

 

Imagine being able to wear an entire bear skin! Scare the shite out of some bandit snipers by sneaking up behind them and saying "grrrr"

It would certainly make sense, considering the hardcore survival aspects that are the intentions of this game, if you are to trust the various statements by rocket.
