Rubber Banding with fellow players

Well since the latest patch. I seem to all of a sudden have a problem with rubberbanding and not for my charecter but for fellow players that are with me. One minute they are behind me then all of a sudden I see a ghost image go past me, I ask hey are you still behind me and they say yea I can see you right behind you. However when I look noone is there 20-30 seconds go by and all of a sudden they appear.

This is a new issue only since the last patch. I am getting 70+ frames a minute so I don't believe it's any graphic lagg. Anyone have similar issues and have any fixes?
