Can't access the action menu

Has this happened to anyone before?

 

I can't access the F menu. Not by pressing F, not by scrolling my mouse wheel, not by using "[" and "]".

I haven't changed my binds. It worked just fine before.

Now I can't reload my weapon, except manually through the inventory.
