Not heard this before and not read about it. Random sort of airport announcement sound.

Probably a random stock sound somebody used over the mic. Sometimes when I join a server (Mostly a 40/40 pop), I hear people talking over chat as it if was global. But, when the game finished loading me into the server, the voice chat cuts.

That, or you're hallucinating.
