Not for me it isn't. At least 40-50% of my interactions with other people does not end up with anyone dead.

I just met about 15 guys in row being friendly. The first few seconds suspicious but friendly. Some were naked or fresh spawns but most of them had weapons.

We helped each other, had some fun, searched for a bandit in berezino.. stuff like that.

 

Try play on a hardcore server. Haven't met any bandit so far.
