Why Can't You Drown In Shallow Water?

We where chasing two guys after we took a shot at them.

We came to one of those railroad bridges and i got shot by a guy laying down in shallow water ( we found out later).

I'am for realism so i think it is viable aslong as you have some kind of lung compacity!

Any else encountered this "glitch"?
