Perhaps, just hollow out the building that is there, and add a stationary transmitter inside that blasts globally. The radio stations could be set to a certain frequency and play music or an emergency message on a loop. However, if a player goes to that station, he can stop/change the message/music, change the frequency or take over the mic to blast out a message globally (or just troll it).
