is there more then one public hive?

from what I understand with the latest update server can choose to run off a separate hive thereby having characters unique to their server/ server cluster. but when I load in I frequently have my character set to default, I know there's a communication issue currently with some servers so I quickly find another server to load onto my saved character so it doesn't get over written. but for the amount that it happens, is there more then one public hive, like one for hardcore and one for normal, or something like that? or is this all from the comm issue?

I've had this many times actually, I'm not sure what it is.

 

Therefore I stick to a few servers which are reliable.

there is the regular and the hardcore hive now. except for those it should be a central hive connection issue. I can play my two chars without problems on the VILAYER server
