Spam-connect a high population server until you finally connect to it. Chances are it's highly-populated because it's both daytime and part of the public hive.

I just played like 3-4 daytime (idk if they were daytime only, but it was day) servers and all of them had my character. Only 1 server I encountered didn't load my character
