Just found that item and i think it is new because i never found it before ( 170 dayz hrs on record )

or is it just extremely rare?

Several new items were added in the recent patch... I found that pistol flashlight last night as well, along with several different colored berets, a hacksaw, and a long barreled shotgun. But due to the character reset issue currently going around, I lost them all.

Several new items were added in the recent patch... I found that pistol flashlight last night as well, along with several different colored berets, a hacksaw, and a long barreled shotgun. But due to the character reset issue currently going around, I lost them all.

Just keep joining different servers till you have your loot back.

 

Sounds weard but i also joined 7 servers and suddenly i was back with my Shotgun/pistol/revolver.

I had the same issue. Had it a few times actually. Don't worry about the avatar on the main menu screen, or even if you log in and it says you're dead. 9/10 you just change servers til it all comes back to you. Try to stick with official servers. Seems like all the servers with weird rules (like no pvp, no military loot, night-time deathmatch, etc) like to spawn you in fresh.
