Question about server restarts

What happens when all of these servers claim to be restarting? I've been in servers that claim to restart every hour for more than an hour and I don't notice anything

Can one just keep playing on as usual? Does this just mean loop has respawned?

You will disconnect until the server has cycled the restart.  After restart all the loot tables and zeds will be replenished.

I died about 5 minutes before a restart and my buddy was less than a minute from my body when the server reset last night. :( Oh well I've got better gear now!
