Servers with 1/2 allowed players only?

Seattle 21 and Atlanta 48 have been up for a long while now with only 1/2 players allowed. Is this normal?

EDIT: Add Seattle 79 and Seattle 91, with 4 and 5 players as maximum capacity.

Some servers are put up that way. that's just how it is man.

Server with 1 player limit is what I'd call a private server which is not allowed by the Rocket's server hosting rules. Atlanta 48 usualy has Joel (or some similar name) playing there.

These servers are actually violating the rules of DayZ. However they could be setup that way for testing purposes which is allowed but they need to specify in the server name that they are testing.
