When Chatting, No Sound in Headset

So, when I chat using my USB head set, the mic works fine, but when others talk it comes out of my speaker and NOT my headset speaker. What's up with that? Anyway to change it so I can hear what people are saying in my headset instead?

EDIT: Using the IN GAME chat. Not a separate program.
