What does handcuffing someone do basically? why would someone want to handcuff you rather than just kill you? Got handcuffed earlier by a bunch of players, anyway was curious so played along as their hostage and followed them around in handcuffs, in the end though they shot me in the head

It's for people to use so that they can just steal your things without killing you. For the highway robbers out there. Chances are you'll still get killed though. It renders you basically unable to move, you can't shoot back, you can't do anything you would normally do. Eventually they're meant to be adding in the ability to put bags/sacks over your head. That will certainly make hostage-taking much more interesting.

There could be many reasons.  They could be nice and not kill you.  Or they could steal your blood and kill you.  Overall it doesnt really make a difference what they do from their perspective, besides loosing 1 bullet.
