Shotgun ammo variants

I'm a bit confused over shotgun ammo, and I'm looking for some clarification. I've got an M1014 and some 8 shot "mags" specifically for it. I've also found some sets of 2, that say "For M1014". What's the difference? Why can I fit 8 rounds in one inventory slot, but only 2 in another? Can they be combined somehow?

I believe if you have 4 2 slots in your inventory you can right click one of them to combine them all.
