noob here. How do I make my screen not blurry after being injured?

I ran in to a player and killed him but he managed to get a few strikes on me.  I had plenty of bandages but from then on our my screen was suuuuper blurry.  I managed to survive for a long time after that through only a blurry screen.  I just logged back in and walked off a damn ledge and died because my screen is still blurry.  Is this a feature?  Why does it do this?  It makes zero sense.  If it's a feature hopefully devs realize this is a terrible idea and can it.

when you start up the game go to settings and click video and the blurry nes will go away.
