Can I run Dayz standalone?

Yes you can, you won't run it maxed out but you should be able to reach med/high without any effort.

Well, even though I meet and surpass the minimum requirements of ARMA II, I still get about 20 fps on very low in cities. ARMA II has always lagged a ton for me. So with that in mind do you still think I could run it?

I have changed my video to gtx 660, with my old 9600 gt it was to laggy, even on low settings. Video adapter make the big difference.

Next month Im going to change my cpu, motherboard and ram, maybe i5 or i7.

Yes, you can run it but I wouldn't expect to be running max settings or anything.
