Strange network issues

This issue only started to affect me this morning when I was in-game. My character will suddenly be unable to complete simple tasks. I am still free to move around but i cant pick up or drop items, eat, drink and equip things. I also notice the yellow and red "chain" symbol in the bottom right side of my screen. I have been experimenting with overclocking my cpu and gpu to run SA better so I thought I messed something up but I did a system restore to a previous point before I made any changes and this problem still persists. Another thing I have noticed is that the ping for all the servers is significantly higher than the norm, I did not have this problem before this morning. Any ideas?
