Chat Problem

Okay so this has been going on since the release. I don't know if it's just me, but I have interacted with over 10+ people and I always text chat them and it seems that they can't see my chat or I can't see there chat. I would think atleast one player would text chat me, but I don't know.

I can hear global voices but nothing else.
