Less noise from players during heavy rain

Currently infected can hear players just fine during the rain. It's kinda unrealistic and unnatural since players themselves can't hear anything within a few meters through the heavy rain.

It would be nice if the noise produced by players will be significantly reduced during the rain, and especially during thunder claps. Let's say you can run almost safely in the storm, and shoot almost safely during thunder claps.
