How to write on paper?

I can not find a way to write on paper. I right click on the paper, and click "write on paper" and nothing happens. Also, nothing happens when i click "read note". I have a blue pen, so i dont know why I can't write? Thanks.

If you drag the pen to the paper..However Reading/writing a note doesnt work for me since the last patch.

Try having the pen in your hand and then dragging it onto the paper.
