Short freezing/unfreezing issues every 30sec

I'm having a freezing for 30 seconds issue.

 

I start the game get about 20-40 seconds of moving around then freeze for 30 seconds then unfreeze and 20-40 I lockup again, rinse and repeat.

Its very much like a hard lock and I see my cpu drop to 0%, then i start up again and cpu jumps and things are fine for another 20-40 secs

Verified game cache

Lowered graphic settings
