How to identify Universal Voice Chat Users

My only real complaint about SA is the universal voice chat feature.  How can I identify who is on it so I can mute them?

One guy was broadcasting his speakers over the chat and another was just droning on and on about his personal problems.  I enjoy voice chat but the universal chat immersion experience.  I have run into this on multiple servers.

Disable voip all together by turning the voip audio down, shoot on sight is my creed. And then again on the corpse to double check.

Note that disabling VOIP will still make direct chat audible. It's what I did.
