How can I convert magazines?

So, I saw on the wiki that you could convert magazines using the same ammo:

I have no idea how to do it, do you need a special tool? Special place to be at?

The only thing you need to have is one of the magazines you are converting to in your inventory. Then just right click the ammo you want to change, and the option is there.

I thought it was like that, but it still didn't work. I had a 1911, and a .45 acp clip, and right-clicking on the clip didn't do anything.
