Gfx glitches & psychedelic houses - SOLVED

When I load my game everything looks and works fine in the main mene.
I see my character, I see the backgrounds and all the grass, trees, buildings.

 

But when I get onto a server (Night time) it's super dark at first, then I slowly can see more surroundings.

But all Houses are a flickering, color flashing mess. I decided to run away from that and down towards a building in the distance that wasn't flickering and bright as staring at the sun and I I got close I turned my flashlight on and THAT house Light up in a crazy psychedelic seizure enducing blaze.

As soon as I shut my flash light off... it stops (only this house, all other buildings are still flickering in the distance)

 

I tried to screenshot the madness... nope, doesn't save the screen cap...

Fraps? Nope doesn't record the video...

and tried all of that stuff and more of my own tweaking... still the same

Trying to reinstall ATI drivers now as a last resort....

 

Anyone help?

After downloading and reinstalling my ATI drivers, my HD7970 is now off LSD :P
