DayZ Private Server Spawning Items

I have just finished making a private server for DayZ, me and my friend want to fool around like a "sandbox" mode. Im wondering how I could spawn items like weapons, ammo etc. Keep in mind this is a PRIVATE server, I am not asking for hacks or cheats to exploit a public server or anything, just something to use for my PRIVATE server.

You need admin tools which are essentially hacks, your best bet is to go on other servers and look what admin tools they use. The only other way is to add weapons etc to your character via the database, and with a worldspace location/s you can spawn vehicles in, but this requires a restart everytime.

Where could I get these admin tools? And also, if I use the database to add weapons to my character, would I have to do it again after restarts?
